Overview
This plugin allows players to chat to administrators at any time, regardless
of what team they are on and whether they are dead. It also provides a way for
the administrator to respond to the player.
This allows players to report suspected cheaters without alerting the cheater,
and to comment on the configuration of the server without bothering everyone
else in the game.
