This plugin is to mute the microphones of those players that feel the need to talk ALL THE TIME.  Really nice for those guys that leave the mic on and play a song or something.  There are three commands included in the plugin:

admin_mute <target>        Mute's a player so he can't use VoiceComm
admin_unmute <target>      Unmutes the player, but VoiceComm will not work until CStrike is restarted
admin_vote_mute <target>   Starts a vote to mute a player, uses the kick_ratio value as the ratio needed to succeed vote.

The access level can be set at the top of the plugin where it says #define ACCESS_MUTE and ACCESS_VOTE_MUTE.
