MODEL_CHECK for all Halflife Mods, where you can use different models

 Searches autmatically for restricted models.
 Restricted models are set in models2.ini with modelname:STEAM_ID.
 The models2.ini must be stored in addons/adminmod/config.
 Using the models.ini which comes with admin mod is not needed anymore.
 Admins can force player check by the command change_model <UserName>.
 Otherwise, clients are checked who enter the game and all clients are checked 
 every 15 seconds by a timer.
 

Settings:

- file_access_read 1 and allow_client_exec 1
- At the moment, max. 30 entries are allowed in models2.ini.
- If you need more entries, please increase the number of MAX_MODELS in source and
recompile it.
